When forecasting/estimating effort on a task, allow for the option to estimate a user at a percentage of their time.

 

e.g.  Assignee = Kevin, Kevin's capacity is 40 hrs/week (8 hrs /day).  Allow for Kevin to be assigned to a task for 15% of his time, rather than making the PM calculate what 15% equates to over a 7 day task.
